Can it be fixed with screws to the floor?

There are no pre-drilled holes that would allow you to do this - I think it is intended more as a desktop rack. However, I think you could drill through the metal to fix to the ground if you have the equipment to do this. The base "lip" is around 2.5cm in width so quite narrow but probably wide enough to get a reasonably strong fixing. There is plenty of space around any unit you put in the bottom position that any fixings will not get in the way.

Yeah it could go in the loft. It's your other equipment you need to check will be ok in there. My loft reaches silly hot temperatures in the summer. :)
