Do i still use 10ml for a 3 gallon tank?

You would not. 10ml is for 10 gallon.

my order was frozen solid when it arrived, is it good anymore?

I wouldn't think so. These are the good bacteria that your tank needs to support life so there is a good chance that all the bacteria is dead because it was frozen. Good luck.

How much does 16 ounces treat?

Add 10 ml. per 10 gallons of aquarium water. There are 29.574 milliliters per oz. So math says roughly 47.31 gallons can be treated with 16oz.
